John was the 3rd Scottish settler to come to Tatamagouche, and the 1st / pioneer settler of New Annan.

He was a native of Annan, Dumfries-shire, Scotland. In 1806 he emigrated and came to Tatamagouche where he lived with Wellwood Waugh at Willow Church Farm.

Lonely as life was, he preferred to retire still further into the wilderness and in 1815 he removed 7 miles inland to form a settlement which after his old home in Scotland he called New Annan. His farm was the one (still owned by his descendants) on the brook just above Byers Store. There for 6 years he dwelt alone.

The reason why he moved so far [6 miles from his nearest neighbor, is evident -- his new farm was off of the De Barres Grant and he was thus freed from the burden of paying rent].

John Bell was enticed to come to Nova Scotia by his former neighbour, Wellwood Waugh. He arrived around 1806 and lived temporarily with Waugh at Waugh's River. In 1812 he obtained a grant of land in New Annan outside the Desbarres Grant and is credited with being the 1st white settler of West New Annan.
